Missouri’s New Law Brings Major Wins for Families and Communities

In March, Missouri Governor Mike Kehoe signed into law four major provisions championed by Missouri Appleseed. These provisions transform the lives of justice-involved Missourians and their families by ensuring safer and healthier conditions for pregnant incarcerated women, lowering phone costs so families can stay connected without taking on debt, and fully repealing the Missouri Incarceration Reimbursement Act (MIRA) — a significant financial barrier to reentry.

The new Missouri legislation restricts the shackling of pregnant women in Missouri jails, guarantees better prenatal and postpartum care, and addresses the excessive phone rates that so often strain family bonds. By removing MIRA’s costly penalties, individuals returning home now have a real chance to rebuild their lives and avoid the cycle of recidivism.

Also in March, Missouri’s HB 617 — a bill restoring voting rights for individuals on parole or probation — was unanimously voted out of the state’s House Corrections and Public Institutions Committee, marking the first time a voting rights restoration bill has garnered unanimous committee support in Missouri.  Missouri Appleseed’s efforts to eliminate regressive taxes on diapers and feminine hygiene products are also moving forward, addressing the basic needs of families who face financial hardship.

By focusing on practical, bipartisan policy solutions, Appleseed centers are creating real change in the lives of everyday Americans.
